A cheat makes about 1,040 taels prepared opium,

but to every chest Bengal is added 200 taels Persian; we have used confiscated Persian throughout 1915, till it is boiled the exact amount of opium in each lot is not known. We also sell a good deal of prepared Persian, all prepared from various confiscated lots. A certain amount of prepared opium sold is simply seizures of prepared French, Macao, London Opium reboiled, a certain amount is also prepared from odd lots of confiscated raw Bengal which is used up as soon as possible. It should be remembered that we always keep a stock of prepared opium equal to 2 to 24 months supply, and we always have a supply of packed prepared opium equal to about 7 days supply. At the end of 1914 owing to the decrease in population, sales were down and our stock of prepared opium carried over to

1915 was therefore greater than normal.
